Additional information on the temporary protection directive for men doing civil service in Ukraine
Ukrainian men aged 25 can be called up for military service in Ukraine. As a Ukrainian man, you can still apply for temporary protection in the Netherlands even if your passport has expired. The Netherlands does not share data for this registration with Ukraine.

The Netherlands does not share your data with Ukrainian authorities
The Ukrainian authorities want men to register their military status and update personal information. The Netherlands does not participate in this. The Dutch authorities, such as the IND, will not share your data with the Ukrainian authorities.
You cannot be arrested if you visit the Ukrainian consulate
You cannot be arrested if you visit the Ukrainian consulate in the Netherlands. The consulate is not part of Ukrainian territory and may not take legal action without permission from the Dutch authorities. For police or legal actions, Ukraine must submit a request to the Netherlands.
Extradition is only possible if you are suspected - or convicted - of a crime. The Dutch authorities will assess the request according to international treaties and national laws. Ukraine cannot act independently to send Ukrainians back.
You can apply for a special document if your passport has expired and you do not want to enter military service
Has your passport expired and can you not renew it because you do not want to enter military service? Then you can apply for an O-document from the IND. This is only possible if you are a Ukrainian male, under 25 years old and your passport has already expired or will expire within a few days. Bring your passport with you to the appointment at the IND.

You can apply for asylum if you cannot prove your identity
If you cannot prove who you are and that you meet the TPD conditions, you will not be granted temporary protection in the Netherlands. In that case, you can apply for asylum at the IND in Ter Apel. If during the asylum procedure it turns out that you do meet the TPD conditions, you will be granted temporary protection.
What to do if you have temporary protection
After registering in the Dutch population register at a municipality of your choice, you can make an appointment with the IND via the online appointment planner to collect a residence permit. This document entitles you to healthcare, education, reception and the right to work.
