This is how to register a Ukrainian car in the Netherlands

Step 1: Apply for a tax exemption for passenger cars and motorcycles
There is a special rule in the Netherlands for refugee Ukrainians who come to the Netherlands with their cars. This rule means that you do not have to pay passenger car and motorcycle tax. This is called an exemption. You apply for an exemption from the tax on passenger cars and motorcycles by filling in and sending in the form 'Application for exemption from bpm for motor vehicle from Ukraine' (Aanvraag vrijstelling bpm voor motorrijtuig uit Oekraïne). You will then receive a letter from the Dutch tax authorities stating whether you are granted exemption.
